CMS Downgrades LVMC Rating To 1 Star, The Lowest Possible CMS National Hospital Rating

LVMC Rated In Lowest 8% of Hospitals Nationwide
Jim Raggio
James Raggio’s tenure as LVMC CEO ended in February 2019. As Mr. Raggio retired, the Centers for Medicare and Medicaid Services (CMS) downgraded LVMC’s overall hospital quality star rating from 2 Stars to 1 Star. What does that mean? Out of 3,725 CMS rated hospitals, LVMC fell into a group of 282 of the nation’s bottom-dwelling hospitals. This group constitutes the lowest 8% of CMS rated hospitals in the U.S. Steve Popkin, the new CEO, had worked for 5 years as the CEO at another hospital in that same bottom group, Parkview Memorial Medical Center in Riverside.

Perhaps new members of the Board of Directors will require LVMC’s COO to provide a full, written explanation. Why did the CMS Lompoc hospital rating of 2 Stars drop to 1 Star? The past Board defended previous below average CMS ratings. Here’s hoping the new Board members will require improvement in management’s performance for CMS. The LVMC COO has demonstrated a failure to improve or maintain the previous below average CMS 2 Star rating. The downward trend has landed at the bottom of the barrel.

In November 2018, Lompoc citizens voted for improvement of the hospital’s performance by electing new Board members. If hospital management personnel changes are deemed necessary, the new Board members have the legal authority to replace administrators or supervisors to improve quality of care. There are compelling reasons to make improvements in the operation of the hospital. Among various reasons, according to the Johns Hopkins Armstrong Institute for Patient Safety and Quality, low rated hospitals produce higher mortality rates.
